Details:

One of Massachusetts’ most controversial laws; the Comprehensive Permit Statute, commonly called Chapter 40B. The law allows a builder to by-pass a municipalities’ local zoning and density laws, if that builder allots from 20-25% of his total units built, affordable. To some, the 40 year old law is the only remedy to the state’s exclusionary zoning practices, to other it’s a draconian usurpation of a city or town’s sovereignty by the state. It has set neighbor against neighbor and the Massachusetts Inspector General called the law’One of the biggest scandals in state history.’ The film will follow two Chapter 40B projects in the filmmakers town of Easton Massachusetts. One particularly controversial project includes the historic Ames Shovel Shop. Interviews include former Gov. Michael Dukakis, as well as many residents, experts and politicians
