The Groundstar Conspiracy (1972)

Here’s an extremely cool 70’s conspiracy tale with many beloved actors of the time doing an excellent job of scaring the audience to death with the very idea of a lust for power that is so great it overrides all decency. George Peppard (R.I.P) chills as Tuxan, the implacable, amoral investigator of the story. The late Michael Sarrazin is perfection as Tuxan’s quarry. The movie keeps us guessing, wondering who’s who and what’s what, right up to the end. We question what we see along the way, and what we think we understand as the plot unfolds. It’s one of those old movies that stick with you long years afterward, with a kind of unsettling relevance in the modern day. Yesterday I rewatched “The Parallex View” and got the same sort of vibe, all these years later, all over again. Recommended.

Excellent review and great recommendation, YgraineDance.
In the same genre I would recommend, if you haven’t seen them

I like the first one best but both are chilling.
