The shows go out worldwide nowadays. HC subs in English will screw with subs ppl will want to add in their own language.

My experience has been that when you have a subscription to these there’s a setting in your account that lets you turn on or off any subtitles you want. They aren’t hard coded, by design for the reasons above and also to discourage downloading etc.
