Different films convey different messages, meanings and evoke different emotions. Each has an audience of some sort as well as an intended audience. But getting movies to the masses is not always an easy task, especially those that have a niche market. A film council is a good way for communities to be able to amass an inventory of films, either through purchase or through loans, sometimes from other film councils. The council can make the decision of which films to get based on what is of interest to the community in question. As the keeper of the films, the film council is responsible for the films’ upkeep and repair if necessary, their storage and the administration of how the films are distributed. Because of their great expense, film projectors are often shared amongst film councils. The hope for some councils is that the films shown will result in some sort of community reaction and action, which can be fostered through post screening film panel discussions.
